In general, yes since the locale ID can contain a location/country
code (e.g. en_GB might be in mm while en has inches).

The translations for the different locales go in the .po files, for
example the following #media definition:

     #media "w162h90/Address - 2.25x1.25\"" 162 90

could be translated in an "en_GB.po" file as:

     msgid "Address - 2.25x1.25\""
     msgstr "Address - 57 x 32mm"
