When scheduling a job using lp -H hh:mm command syntax, the time has to be
specified using UTC time, i.e. it corresponds to the time reported by the
command "date -u".

This is inconsistent with the job listing via lpstat or the web interface,
which uses the local time. (And with other programs using the local time by
default, just as "date".)

I suggest that lp uses the local time too; if that is impossible (due to
historical reasons or whatever), it should be at least documented within
the man page.

Note, ad scope - I did not test on anything else than linux ... but I
expect it to be common at least to all unix-like.
