[cups.bugs] [LOW] STR #2708: Remote CUPS server accessed for local printer by web interface

If a local printer is set up with a device-URI like

ipp://another_cups_server/printers/queue

the web interface accesses another_cups_server instead of localhost when
changing the State or Accepting attribute.

Performing these operations via the command line works OK.
