[cups.bugs] [MOD] STR #2715: job-sheets attribute not treated as multivalue

The job-sheets attribute is getting encoded as (for example) "none,none"
instead of a multivalue ("none", "none").  This is causing start_job to
think it's printing a banner page when it isn't, which is causing filter
options such as number-up to get discarded.

I think it's the recent change to cups/encode.c.
