[cups.bugs] [LOW] STR #2657: upper case letters in option values are no longer converted to lower case

In contrast to older versions (e.g. 1.1.x), the value part of job
attributes is not normalized to lower case. At least this quirk applies to
"-o document-format=application/SOMETHING": the job is recected with the
error "format ... not supported" but accepted and processed properly if
something is written in lower case letters.
