[cups.bugs] [HIGH] STR #2690: cupsEncodeOptions2() not dequoting strings

The cupsEncodeOptions2() function is not dequoting option strings like:

    "What\'s Up, Doc?"

leading to the print filters seeing:

    "What\\\' Up, Doc?"

which gets parsed into:

    "What\'s Up, Doc?"

by cupsParseOptions().
