[cups.bugs] ppdc returns Bus error under OSX 10.4

The current CUPS DDK requires CUPS 1.2 or higher to run.  Mac OS X
10.4 has CUPS 1.1.23.  Thus, you need to install and run the DDK on
Mac OS X 10.5 or higher...

(You can build drivers compatible with 10.4 and earlier on 10.5 and
higher with Xcode and the DDK...)
