banner causes remote jobs to fail

Just a little more to add to this.

I was using a new Ricoh for the initial test so I thought maybe its the printer. So I added an older printer on the CUPS machine. A lexmark 3455. Printed a test page from the CUPS server. Test page printed great. Turned on standard banner page and printed a test page form CUPS server. banner came out, test page came out. Great. Sent a remote job to the print queue on the CUPS server. Banner page came out, no print job. So I turned on HEX TRACE mode on the lexmark and sent the remote job to the CUPS server again. Saw the hex code for the standard banner page then nothing. No job data being sent whatsoever.

This is an out of the box RHEL 5.1 install with no updates added. I am beginning to wonder if this is simply a bug in the version of CUPS that comes with RHEL 5.1?
