[cups.development] [RFE] STR #2733: allow passing of password on commandline for cupsenable/disable

Most cli tools allow passing of username, but for purposes of scripting, it
would be nice to be able to pass a password as well.  I have not used any
version later than 1.3.5, so I apologize if this is a moot request.
