Windows only suppports IPP/1.0 (poorly).

CUPS 1.1.x did not send the Expect: header, and thus was vulnerable
to a variety of man-in-the-middle and disclosure issues.  CUPS 1.2
and higher first tries with Expect: and then without, but USR's IPP
implementation blows up.
