We will not be adding support for setting passwords from a command-line
option.

The version of CUPS you are using is misconfigured - the default
(non-SuSE) version of CUPS uses PAM and system accounts - SuSE ran CUPS
with the "RunAsUser" option (no longer supported in current CUPS releases)
and used lpppasswd.
