Problem was that if a client.conf pointing to a remote server is used,
local clients do not get access to the PPD options of the queues on the
remote server.

To reproduce:

Create a queue "printer" with PPD file on a remote machine with IP
192.168.2.32 and on the local machine put "ServerName 192.168.2.32" into
/etc/cups/client.conf. Then do

lpoptions -d printer -l

on the local machine and you get:

lpoptions: Unable to get PPD file for printer: successful-ok

The attached patch fixes this.
