Investigate the possibility of adding per-object access controls for IPP
policies. Specifically, it is currently not possible to hide other users'
jobs or subscriptions.

It may also be useful to allow the creator of a job (or an administrator)
to set/change a list of allowed/denied users, much like we already do for
printers with requesting-user-name-allowed and
requesting-user-name-denied.

This also may apply to some of the SELinux work that has been done to
support MLS.
