[cups.bugs] [LOW] STR #2976: Upgrade from 1.1.22.rc1 to 1.3.7 causing slow printing problem

Have upgraded cups on RHEL4 from 1.1.22.rc1 to 1.3.7. Documents now print
slower and it seems that the printers do not start printing immediately.

Multiple documents used to print consecutively one after the other, and
are now printing one page then pausing for 10 seconds. 

Most of the printers affected are hp "socket" printers, but some smbspool
as well. We are using raw printing to PCL HP LaserJets.
