[cups.bugs] [LOW] STR #2937: Do not clobber SSL cert/key permissions if they are symlinks

Fixed in Subversion repository.

My change applies to all config files and directories - if you symlink, we
don't touch the file/directory (but we will fail if you symlink a file to a
directory or visa-versa...)
