[cups.bugs] [HIGH] STR #3163: Printer settings for DeskJet 960C can't be set anymore with HPLIP 3.9.2 and CUPS 1.3.10

Since the last CUPS update to 1.3.10 I can't change the settings for the HP
DeskJet 960C anymore with HPLIP 3.9.2.

In the CUPS webinterface I only get 4 quite unimportant settings like
"Start banner" and "End banner". But I can't set the default print
quality, paper size, paper tray etc. anymore.

And the "Print" button in some GTK based applications (Claws Mail and
Mousepad) is inactive or there's no reaction at all.

I don't know, if this is a HPLIP or a CUPS issue. So I'm filing this bug
report here as well as to the HPLIP bugtracker.
