[cups.bugs] [LOW] STR #3177: Errors in printers.conf is not reported on stdout when reloading/restarting cups

IMHO it may be considered questionable if in this case there was "a
successful initial startup".
I mean, a syntax error in printers.conf leads to no printer available.
