[cups.bugs] [MOD] STR #3458: ipp backend fails when Get-Printer-Attributes requires auth

When the ipp backend attempts to fetch the attributes of the remote queue,
if this fails with IPP_NOT_AUTHORIZED or IPP_FORBIDDEN the backend just
retries.

It ought to exit with CUPS_BACKEND_AUTH_REQUIRED in that situation.
