[cups.development] [RFE] STR #2857: Socket backend wastes 5 seconds of time

After further review, we can't safely remove the wait at the end of the job
with all printers, but the updated code in 1.3.x does at least truly limit
the wait to 5 seconds (the old code would wait indefinitely as long as the
printer returned something...)
