[cups.bugs] [BUG] cannot set JobRetryInterval in cups-1.3.9

It looks like a bug in JobRetryInterval. No matter was value is set in
cupsd.conf, the job retry wakes up at a longer interval.

I've tried JobRetryInterval=8, and it retried after 17 seconds, and
setting to 17 seconds, it retried after 24 seconds. Even hardcoding in
scheduler/job.c does not help.

Version is cups-1.3.9
