First, application/octet-stream has a special meaning in IPP - it is the
"auto-type" MIME type and MUST be supported and listed. The only time a
job stays application/octet-stream is if the file format can't be
automatically recognized.
Second, only the mime.convs file needs to be changed to enable raw
printing. If there isn't a filter defined for application/octet-stream
(which again, only gets used if the file format can't be recognized), then
we reject the job since then you have specifically said to *not* support
automatic raw printing.
So, everything is working as designed and required by the IPP spec and any
issues you are seeing are a configuration problem on that system and not a
CUPS issue.
