Those comments are invalid.

According to the DSC spec, %%PageBoundingBox must appear outside
%%Begin/EndPageSetup. Basically, %%PageBoundingBox is the equivalent of
%%BoundingBox, part of the document comments section, while
%%Begin/EndPageSetup define the page setup section and are the equivalent
of %%Begin/EndSetup which define the document setup section.

So, the Ghostscript output is wrong and needs to be fixed.
