Some devices (e.g. Edimax PS-3207U) will respond with Successful-OK to
an IPP Get-Job-Attributes request without including the requested
job-state attribute in their response.

In this case, the ipp backend will continually poll the printer to
find out if the job has completed despite it never being possible to
know.

Combat this by exiting the job-state polling loop if there is no
job-state attribute in a successful response.
