[cups.bugs] [LOW] STR #3191: Should return HTTP_FORBIDDEN for policy-based denials

cf. STR #2101, cupsd should return HTTP_FORBIDDEN instead of
HTTP_UNAUTHORIZED for IPP requests that have been denied due to policy
preventing this particular user from completing the action.

An example: trying to cancel a job owned by another user.  Currently it
asks for your password repeatedly.
