[cups.bugs] [LOW] STR #3195: filter error / Polish characters

The attached file chokes with a filter error.
If you remove the Polish character in the second word on the top line, it
will print without a problem.

In error_log, we see:
(/usr/lib/cups/filter/texttopaps) stopped with status 1!
(/usr/lib/cups/filter/pstops) stopped with status 1!
(/usr/lib/cups/filter/foomatic-rip) exited with no errors.
Job stopped due to filter errors.

This only fails on RHEL5 (with CUPS 1.3.7), but works on RHEL4 (with CUPS
1.1.22).

The failure occurs whether LANG and LC_CTYPE are set to en_US.UTF8 or
pl_PL.UTF8.
