libwrap test

Seems the libwrap test (from tcpwrappers) is not working.

I notice 2 things

1) hosts_access is defined as char, not int as is declared in tcpd.h

2) I get failures to link due to two symbols not being found.
   when I add "int deny_severity,allow_severity;" to the
   configure test, it passes.

However, I can't figure out where I'd modified that test to
generate a new configure script.

Directions?
