[cups.bugs] [LOW] STR #3430: Can't delete printers with % in name

If I create a printer with a % character in its name, I can't subsequently
delete that printer.

For example:

* Create a printer named Test%Printer.
* Try to delete printer.
* Following message: "Error: The printer or class was not found."

I'm using CUPS 1.3.11 on Gentoo Linux.
