[cups.bugs] [LOW] STR #3358: wrong .desktop file (can't see translated name of application)

Desktop file doesn't conform XDG specification.
1. UTF-8 is encoding by default
2. There are no a such locale ru.UTF-8.
3. Both kde3 and kde4 doesn't understand translated entries.

You should simply remove .UTF-8 from name of translated entries (see patch
for details).
