If printer r007 is handled by a remote CUPS 1.1.23 it should be listed in
printers.conf as:

I had to manually alter the DeviceURI from
"ipp://192.168.4.65/printers/p007" to
"http://192.168.4.65:631/printers/p007". CUPS 1.1.23 did that
autonomously.

Using "ipp://192.168.4.65/printers/p007" yields an error and you can't
maintain that printer via the webinterface: You need to edit printers.conf
manually and restart CUPS to proceed.

Either there's a way to manage the printer anyway or the connection should
be tested before the printer is actually added.
