If the executable bit is not set on a filter whose path is specified in a
cupsFilter keyword (could be produced by a Filter directive in a .drv),
then running cupstestppd against the file will return an error reporting
that the filter is missing.  This is wrong - the file is there but the
executable bit isn't set.

This can be demonstrated by opening the tarball (attached) and running
"run_test.sh chmod_test.drv".

Moreover, if the "-R" option is provided, there is no clear reporting that
that path is being used.
