[cups.bugs] [LOW] STR #3316: Incorrect locale code for Norwegian translation

The 'nb' locale code is preferred over 'no' for consistency's sake when it
comes to translations.

Please consider renaming locale/cups_no.po to locale/cups_nb.po.
