That doesn't necessarily follow - you're using two different Linux  
distros with different packaging and likely different compilers, etc.   
Start with talking to the Linux distributor - if they determine there  
is a problem in CUPS, they can file a bug with us directly.

I would guess, however, that one of the changes in CUPS (probably the  
transition to the libusb-based backend) wasn't accounted for and there  
is some distro-specific configuration change (file permissions, etc.)  
that needs to happen to fix USB printing in general.
