AFAIK, cupsddk functionality is integrated into CUPS 1.4 so there isn't any
separate 'drv' driver coming from CUPS 1.4 but there is still drv man page
installed to the system which explains how to use drv from command-line,
etc.

SYNOPSIS
  drv list
  drv cat drv:///filename.drv/pcfilename
