[cups.bugs] [MOD] STR #3555: user required to be part of "sys" group in fedora Linux, "lpadmin" group in Ubuntu and not required to be part of any group in SUSE Linux for pause/delete/start/stop/resume/add printer operations

First Issue:
-------------

User is required to be part of "lpadmin" as per documentation of cups, to
perform Start/Stop/Pause/Resume/Delete/Add Printer Queues.
But to perform above printer queue operations on fedora, user is not
required to be part of "lpadmin" group, but user required to be part of
"sys" group.
But in opensuse, user not required to be part of both "lpadmin" or "sys"
group.

This is varying from one distribution to another distribution.
User must be only part of "lpadmin" to perform this operations.

Second issue:
---------------------

When user is not part of "lpadmin" or "sys" group. and try to
start/stop/pause/resume/add/delete printer queue, CUPS is asking for
username and password.
But, authentication prompt (username and password) is coming for infinite
number of times, even user given username as root and correct password .
Ideally it should asks for only one time.
