IIRC, Google already has proxies for Linux and Mac OS X that use CUPS to print stuff. That said, all of the Google Cloud Print stuff is still in the very early stages so it is far too soon to say how CUPS and GCP will ultimately work together.

Google has expressed interest in working with existing standards, whenever possible, specifically with the IPP Everywhere and semantic model stuff being done in the Printer Working Group (PWG).  There was a lot of lively discussion about this at the Open Printing meetings last week...
