It may depend on the user who calls "lpsat"
which print queues are shown to him.
For example if particular users are denied via
  lpadmin -p queue_name -u deny:user1,user2,...
which results in printers.conf entries like
  DenyUser user1
  DenyUser user2
then those users whon't get the matching print queue
listed by "lpstat" (but the user "root" gets all
queues listed in any case).
You may try out using as user on a client system
  echo Hello | lp -h server_name -d queue_name
if the user is allowed to print via the queue.
If not, the queue is not shown to him in "lpstat".
