[cups.development] cupsSetPasswordCB is not calling cups_passwd_cb

The password callback is only called for authentication mechanisms that require a password. In the case of Mac OS X, AuthorizationServices is used for local authentication when peer credentials (passed over the domain socket) are insufficient.
