[cups.development] [RFE] STR #3476: Make connection timeout adjustable

The default connection timeout is 3 or 4 minutes which is a long time to
block in a library function.

Would it be possible to connection asynchronously with a configurable
timeout?  See patch for example with fixed 15s timeout.
