[cups.bugs] [HIGH] STR #3619: CUPS 1.3.9 lpq fails against 1.4.4 server

Our server environment is running CUPS 1.4.4.  We have to support both
1.3.x clients (specifically, 1.3.9 on Ubuntu 9.04), and 1.4.x clients
(specifically, 1.4.3 on Ubuntu 10.04).

>From a CUPS 1.4.3 client:
