If the printer isn't offline, does it print the background then?

If the problem only occurs when the printer is powered off, I'd say this is either a driver or printer issue - CUPS doesn't send anything differently to the printer when it can't be contacted the first time (but a driver might timeout trying to query the printer for configuration information and not use the same mode...)
