[cups.bugs] [LOW] STR #3581: Printer from .cups/lpoptions called "system default"

When a user has a default printer set in ~/.cups/lpoptions, the lpstat
command reports that printer as the "system default" printer. lpstat
should report this printer as the "user default" printer instead, so that
it is clear that the this printer is set as the default in
~/.cups/lpoptions (and not default set by the CUPS server.)
