[cups.development] [RFE] STR #3584: add configuration option to disable setting an individual job title

Some printers store the job names for print jobs and have no option to
disable this. An example is the Kyocera FSC5400DN. Since the job name
might contain sensitive information, because it is automatically generated
using the document to be printed, it would be nice to disable this at all.
Ideally this could be disabled for for all jobs submitted from the local
machine and as well for all jobs passing a print server.
