None of the software involved is part of the base CUPS distribution.
Ubuntu uses its own PDF filters, and the "hp" backend is part of HPLIP.
Most likely you are running into a problem with their custom PDF filters.

As for using argv[0], that is a holdover of the System V print spooler
interface that we adopted for CUPS 11+ years ago. Most filters and
backends no longer look at argv[0] and instead use the PRINTER and
DEVICE_URI environment variables which are documented in "man filter" and
"man backend".
