[cups.bugs] [LOW] STR #3589: Windows Drivers doesn't hold jobs

When using the CUPS Windows Driver 6, if you set the Hold option in the
Windows Printing Preferences to something (e.g. indefinite), it has
absolutely no effect - the job is always printed immediately.
