[cups.development] [RFE] STR #3708: ppdc: a way to have a default value for an installable option

The 'Installable' keyword is handled by ppdc by inserting a Boolean option
that defaults to False in the InstallableOptions group.

It would be nice to be able to influence the default value for this
option, for example like:

Installable "OptionDuplex/Duplexer Installed" True

as some models of printer in a given series come with certain optional
fittings as standard: for example, the HP LaserJet P4015x has a duplexer
but the HP LaserJet P4015 may not.
