[cups.bugs] [MOD] STR #3719: Name resolution failure treated as permanent error

The socket and ipp backends treat name resolution failure as a permanent
error use the exit code CUPS_BACKEND_STOP.  These types of failures can be
temporary and so CUPS_BACKEND_FAILED may be more appropriate, allowing the
ErrorPolicy to be followed.
