[cups.bugs] [HIGH] STR #3705: Conflict Resolution Aborts Prematurely

cupsResolveConflicts() will abort prematurely in cases where a change
conflicts with multiple constraints if all conflicts are not resolved in a
single pass.  However, resolution of one conflict can enable the resolution
of another conflict so the process should continue as long as progress is
made.

Patch included.
