[cups.bugs] [LOW] STR #3795: MaxJobs does not limit max number of job data files

If the job data files are not removed when the corresponding control file
is removed, that would indeed be a bug (but one that I haven't seen
myself).

As for the documentation, I'm not sure what we can do to clarify it
further, and this has been how CUPS has worked since the 1.0 days (12
years...)
