[cups.bugs] [LOW] STR #3795: MaxJobs does not limit max number of job data files

This is what I did:
- ls -l /var/spool/cups (see var_spool_cups_before.txt)
- set "LogLevel debug"
- reduce "MaxJobs" from 50 to 10
- rccups restart
- print something
- wait for print job to finish
- ls -l /var/spool/cups (see var_spool_cups_after.txt)

As you can see, the control files were removed, but the data files
weren't. Unfortunately I don't see anything obviously related in
error_log, but I attached the file nonetheless.
