When the Accept-Language HTTP header is set to Turkish, CUPS web interface
is unable to substitute the templates (device_uri and title for example)
which includes the "iI" characters because of locale-dependent case
conversion mechanism.

So the case conversions should be done as a locale independent manner to
avoid these kind of issues.
